[Academic] Useful PG links

Timothy has added a  page to the Department's webpage consisting of a 
collection of useful links to information, forms etc.  for current 
postgraduates which are currently scattered around the university webpages.

They include links to PG course regulations, forms associated with 
thesis submission/viva committee nomination and student travel fund 
applications.
