[Cnqo] Porpoise to Phys-porpoise

Hello,

I intend to switch off porpoise.phys.strath.ac.uk on 22nd April.

The new server, phys-porpoise.phys.strath.ac.uk is ready for JupyterHub use, and hosts the MODTRAN license server.
