Dear All

The repository staff would like to begin the transition towards
compliance with HEFCE's OA policy. From w/b 07 July 2014 the library
will observe the HEFCE policy, thus ensuring the future eligibility of
Strathclyde research outputs. All peer-reviewed journal and conference
outputs with an ISSN should therefore be recorded in PURE and, before
they can be validated, a version of the final peer-reviewed manuscript
needs to be deposited at the point of acceptance.

The HEFCE policy still comes into effect on 01/04/2016 however it is
felt that changes to the processes now will help to embed practices for
ensuring that outputs are deposited in a HEFCE OA compliant way prior to
the next REF. A notice regarding this change will be included in the
next weekly digest. If you have any questions or concerns regarding
this development then please let me know.

Regards

Scott

Dear All

I've just sat through a HEFCE webinar which presented their latest info
on Open Access in REF 2020. Here are the main points.

The policy will apply to:

·All journal articles

·Conference papers published in publications with an ISSN (this excludes
conf proceedings published within book series that are identified with
an ISBN)

·All other outputs are exempt

Acceptable Journal Embargo Periods:

·REF Panels A and B - up to 12 months

·REF Panels C and D -- up to 24 months

Start date for the policy:

Articles and Conf proceedings with a **date of acceptance** on or after
01/04/2016 (April 2016 -- this is slightly later than the initial
estimate of 01/01/2016). At the moment PURE does not record 'date of
acceptance'. Given the fact that all UK PURE users are affected by this
issue I expect this field will be added to PURE in the very near future.

There will of course be more detailed information provided in the very
near future

Dear Colleagues

During the recent REF debrief meetings we discussed developments with
regards to Open Access (OA) publishing that will have an impact on
publishing activities in your UoA. There was an action on me to send
further information regarding these developments and sources of
information that could be used to ascertain publishers' and journals'
approaches to OA. The email below contains information and links to
resources that will allow colleagues in your UoA to comply with current
mandates from RCUK, HEFCE and others.

The most notable recent developments with regards to OA are:

1.RCUK have mandated that all journal articles and conference papers
resulting from RCUK funding must be published in an OA format.

2.HEFCE have stated that journal articles and conference papers will
only be eligible for inclusion in the next REF if they are published in
an OA format at the point of publication.

3.Many other funders already have similar policies regarding OA or are
intending to implement such policies.

There are currently two options that can be exploited for making your
outputs OA in line with funders' requirements. These are known as Green
Open Access and Gold Open Access.

*Green Open Access*

This can be achieved by depositing an author final version of your text
(the final corrected version of the text prior to publication) in PURE
free of charge. PURE is a fully compliant Green Open Access repository.
The publisher of your article may have restrictions on Open Access
Repositories, including embargoes. You can check on the restrictions
imposed by specific journals via
http://www.sherpa.ac.uk/fact/index.php?la=en

*Gold Open Access*

This can be achieved by paying the publisher an Article Processing
Charge (APC) after the output has been accepted for publication. The
publisher will then make the output available in an unrestricted format
online.

*Funding Available for Gold Open Access*

RCUK have assigned funds to the University of Strathclyde that we can
use to pay for APCs for publications arising from RCUK funding. To
enquire about accessing these funds contact
openaccesspublications at strath.ac.uk
<mailto:openaccesspublications at strath.ac.uk>

For other funders allowances should be made in grant proposals for funds
to pay APCs.

*Useful Links*

http://www.sherpa.ac.uk/juliet/index.php?la=en - provides a searchable
database of research funders' open access policies

http://www.sherpa.ac.uk/fact/index.php?la=en - select a UK Research
Council and a journal to see if they're compatible

are for, and guidance on how to ensure compliance with the RCUK mandate
(e.g. compliance criteria). Information about applying to the RCUK APC
fund is also available.
