Dear Academic colleagues,
The University is continuing its preparations for the UK's departure from the EU in the context of continuing uncertainty as to future arrangements.
Earlier in the year, the University undertook an assessment of "high risk" suppliers (see attached Excel sheet), but we are being asked again to consider and identify all potential supply chain risks and to put mitigation plans in place.
Please therefore identify any supply chains at risk and answer the three questions below for each that you identify:
1. What would the impact be of not receiving good/services when anticipated/required?
2. Is live research dependant on specific products/services that may be shipped into the UK?
3. Is funding dependant on goods being received/expenditure confirmed by a specific date for products/services that may be shipped into the UK?
Then either state briefly your intended actions, or provide the supplier's name, the products/services provided, and the anticipated action/support required from Procurement (as per the attached Appendix A form).
Please send responses to me by Tuesday 8th October so I can compile a department response.

The University is preparing for the UK's departure from the European Union (EU) in the context of continuing uncertainty as to future arrangements. The Strathclyde EU Exit Working and Advisory Group has focused on risks, preparation and mitigation. The University's Executive Team has also established a dedicated continuity planning group to develop a focused action plan in the event of a 'no deal' Brexit.
In the event of a 'no deal', those responsible for the continuity of supply of business critical supplies, services and works should be aware of the potential implications and have considered a robust and proportionate contingency plan.
While the Procurement Team has undertaken an assessment on those known suppliers that have been considered as "high risk", it's important that colleagues across the University identify all potential supply chain risks in their areas and ensure that mitigation plans are put in place.
Supply Chain Risks
It is widely accepted that, a 'no deal' Brexit will have an impact on many supply chains. The most likely issues are delays and cost.
On 23 January 2019, the University Secretary and Chief Compliance Officer wrote to all Directors and Heads of Departments asking for confirmation of the name(s) of any suppliers in their area that they consider to be critical to service delivery. These suppliers together with those highlighted by the Procurement Team were assessed for potential financial and service delivery risks.
The tool used to undertake this assessment is one recommended by the Scottish Government Procurement Directorate. This assessment was based on the knowledge shared with the Procurement Team from Departments and knowledge gathered from wider Public Sector forums. The outcome of the assessment is noted in Appendix B. It should be noted that risks continue to fluctuate therefore this information is provided as indicative only.
What to do next
While the procurement team is confident that suppliers are taking all available steps to minimise risks, the University must also ensure that we have appropriate plans in place to minimise disruption to essential services delivery.
With this in mind, each Department must now consider appropriate steps to mitigate risk where required and possible. This may involve having more in-depth conversations with strategic suppliers (particularly single source suppliers), considering increasing stock holding of products or sourcing alternative products and/or suppliers. In order to prioritise this activity, Departments are advised to complete Appendix A with identified key department risks.
Some of the questions you should consider include:
1. What would the impact be of not receiving good/services when anticipated/required
2. Is live research dependant on specific products/services that may be shipped into the UK?
3. Is funding dependant on goods being received/expenditure confirmed by a specific date for products/services that may be shipped into the UK?
In order to ensure all assessment information is collated centrally we would request that all areas complete the pro-forma, Sections A to C of Appendix A, and returns to procurement enquiries by 11 October 2019.
Finally, the procurement team is happy to support this activity and would request that departments who require assistance from the procurement team complete Section D of Appendix A, indicating the areas of concern to allow consideration of resource to be allocated.
