[Academic] Pay grades for PhD candidates being appointed to post-doc roles

Dear all,
HR informed me on Friday that a new University policy has been agreed for the appointment to Grade 7 research positions of candidates who have not yet received their PhD award.
Until now, there has not been a clear approach, with some appointed at grade 6 until completion, some appointed at grade 7 in the expectation that they are about to submit, and some moved from 6 to 7 at the point when they submit the PhD for viva.
It has now been agreed that:
* Research Associate posts should be put on the ATA system as Grade 7, whether or not they are to be advertised or are a direct appointment to someone still completing their PhD
* If the person appointed to the post does not have a PhD, they will be paid at the top of the grade 6 scale (spine point 28) until their PhD is fully completed. This will require them to take their documented proof of completion to HR, who will immediately move them to grade 7 (spine point 29)
* Anyone who is currently employed as a research associate and is already being paid at grade 7 rate but who has not quite submitted, or who has submitted but not completed will remain on the scale as they are. No one will be moved down.
* Any new appointments will be made under the clarified terms in points 1 and 2 above.
Students will not be deemed to have completed their PhD until their viva is passed, corrections submitted and approved, and final degree approved for award.
This will apply across the University. Practice has been very variable across the faculties and this will now bring everyone in line.
In cases where a candidate has extensive prior research experience and there is a potential case to appoint higher on the scale, this needs to be discussed with HR.
